Sanctions on Russia to Stay in Place, Merkel Says

A cease-fire between Ukrainian troops and Russia-backed rebels in eastern Ukraine isn’t being fully observed and thus European Union sanctions against Russia must remain in place, German Chancellor Angela Merkel said.
